| Assisted the City of Cumberland, the property owners & stakeholders of this corridor in developing a strategic plan to improve this aging City business district & neighborhood. The goal was to create a prioritized five year action plan for positive change. The resulting plan recommended: Improvements to the street beds & selected intersections & alleys; streetscape reconstruction to correct crumbling conditions & add lighting & seating; public parking lot improvements; creation of a multi-purpose public gathering space; addition of gateway signage to draw traffic in from new thoroughfares; establishment of facade improvement load programs to help building owners upgrade; and establishment of design guidelines to give advice on building renovations. |
