| Working with a citizen committee, we were tasked by the County Executive with identifying obstacles to the development of the county's largest town center. In an 18-month process, the committee & consultants prepared the following recommendations: A new Parole town center zone ordinance; a traffic model to analyze impacts of new projects; refinements to the county's new Storm Water Manual; and a new 10 year traffic solution. The committee's objective was to promote a transition from a low-density surface parked retail center to high density, mixed-use development. The State identified the area as a potential smart growth demonstration site & a model for non-rail transit oriented development. |
